New Jersey Senate Bill 4058 revises the state’s existing law tethering law to clarify that vacant properties or situations in which dogs are exposed to excessive accumulations of waste, water, or inclement weather do not constitute “adequate shelter.” The bill further provides for procedures relating to seizure, care, and forfeiture of dogs who are found unlawfully tethered or confined in inhumane situations. The bill has been referred to the New Jersey Senate Environment and Energy Committee.
