Massachusetts House Bill 2580 would prohibit a pet store from purchasing a dog, cat, or rabbit that originated at or was purchased from a breeder not in possession of a current Animal Welfare Act license, who has had their federal or state license suspended in the last five years, who was found to have committed “a critical violation of the Animal Welfare Act” in the last three years, who was found to have committed 3 or more “noncritical violations of the Animal Welfare Act” in the previous three years, or who has been cited on the two most recent USDA inspection reports for no-access violations of the Animal Welfare Act. The bill would also require that a pet store that offers a dog, cat, or rabbit for sale maintain certain records and post a “clear and conspicuous” sign containing information on each animal, prohibit the sale of an animal under 8 weeks of age, and provide for consumer protection measures regarding the health of the purchased animal.
