The Act would hold factory farms liable for disaster mitigation and establish new protections for farmed animals by, for example, requiring that industrial operators submit disaster preparedness plans, ensuring that industrial operators are not using the worst depopulation and slaughter practices, and mandating that corporations pay to cover the costs of preparing for and responding to disaster events.
