West Virginia Bill Would Establish New Requirements for Companion Animal Owners and Dog Breeders

West Virginia House Bill 4935 would amend the state’s animal welfare laws. Among other provisions, the bill would impose a “duty of care of companion animals” on owners, establish certain animal housing, record-keeping, and disclosure requirements for dog breeders, and specify remedies for purchasers of dogs who suffer from acute, congenital, or hereditary illness. The bill was referred to the House Agriculture and Natural Resources Committee and the House Judiciary Committee.
