North Carolina Senate Bill 511 would establish certain procedures for ear tipping, vaccination, and sterilization, and allow shelters to return healthy cats to the location where they were trapped without minimum hold periods or rabies vaccination tags. Shelters also would be required to keep records of all such cats disposed. The bill has been referred to the Senate Rules and Operations Committee.
