Illinois Bill Would Fine Individuals for Driving with an Animal in their Lap

Illinois House Bill 4849 would amend the Illinois Vehicle Code to prohibit drivers from keeping an animal in their lap while operating a motor vehicle and establish a petty offense fine of $50 for violations.
