Winnipeg Considers Bylaw Changes for Feral Cats

The City of Winnipeg’s Standing Policy Committee on Community Services accepted recommended amendments to the Responsible Pet Ownership By-law that would make it legal for residents or animal welfare organizations to trap, neuter and release feral cats. Wildlife biologist Paulson Des Brisay cautioned against such changes, presenting evidence that such programs fail to reduce feral cat populations and increase harm to native wildlife. Despite concerns, the Committee approved the amendments, which will now go to the city's Executive Policy Committee for further consideration.
